Mr. Frost has served this community in the Marine Corps, in elected office, and on many non-profit boards of directors. He is a very active advocate for charter schools, school choice, and parental rights because his children exercised nearly every form of education freedom proving that there is no “one-size-fits-all” perfect educational setting. He is an avid reader and twice published author currently working on his third book “Winning on Tuesday” about his involvement in Florida Politics 2014-2022. In addition to serving on numerous charter school governing boards as treasurer and President, he served on the Indian River District School Board from 2014-2018 serving as vice chairman twice and chairman in 2018.
Mr. Frost is the owner and Chief Strategist at MVP Strategy and Policy 2015- present and his strategy clients have included Congressman Byron Donalds, ExxonMobil, Johnson & Johnson, Alfred Angelo and numerous small businesses, political committees, and candidates for office.
Shawn has helped develop and advocate for public policy and legislation such as: Charter School Capital Outlay Sharing Bill (HB7069 and 7055) Parents Bill of Rights, Term Limits for School Board Members, Veterans to Teachers, and fiscal transparency in school districts. He has developed local policies for fiscal transparency and co-authored charter school policies as a founding board member as part of the application process.
A lifelong learner, Mr. Frost is enrolled in a PhD program in Business Administration and has completed a Graduate Certificate of Executive Leadership at Cornell University, a Master of Business Administration (M.B.A. with concentration in Leadership) from Nova Southeastern University, and an Honors Baccalaureate of Science (Experimental Psychology and Pre-Med Minor in Philosophy of Religion) from Eastern Oregon University. He holds memberships in Psi Chi and Sigma Beta Delta honors societies having graduated summa cum laude in his MBA class and magna cum laude from EOU. Shawn also holds certifications as a Master Trainer at the Science of Strategy Institute, a certified trainer for “Crucial Conversations” by VitalSmarts, was a Certified Business Coach with Business Made Simple from 2021-2022 and was previously certified as a Biology Teacher Grades 6-12 (temp- lapsed) and in Middle School Science (temp lapsed).
Personal: He has lived in Indian River County since 1974 (other than college and the Marines) and married his High School sweetheart. They have two adult children and a revolving pack of rescue and foster dogs. Fun fact: Shawn is a descendant of Laura Ingalls Wilder the author (and character) of the “Little House on the Prairie” book series and began writing in elementary school at Sebastian elementary.
